The State Department is trying to determine whether the domestic-partner program makes sense, since it provides benefits to unmarried gay couples but not unwed heterosexuals. The Same-Sex Domestic Partner Program, which began in 2009 under then-Secretary of State Hillary Clinton, provides paid travel to and from overseas posts, visas and travel passports, shipments of household articles, emergency travel to visit ill or injured partners, and evacuations in case of security and medical emergencies. Some unmarried people appear to love pets with more fervor than married couples love each other. When you think about it, why shouldn't any two critters who love each other be able to get married? And do they necessarily need be different sexes?
