Texas and Wyoming are the only states that prosecute truancy in adult courts.
It is all about the bucks. They really don't care about the students.
If students have a positive experience at school they will go.
The problem is that not all students have an aptitude for academic education. The constant failure at something they are not suited for is worse than the dropout loser label they get. This kids need realistic skill and technical training.

That's one thing I gotta say for our high school, they do offer some useful tech training. They partner with the local nursing home to help kids get certified as CNAs by graduation. They do the same with a local college for HVAC training, and with the forestry service (they work those kids' butts off during their training, too, mowing grass and cleaning up brush and stuff at the wildlife refuge). Those jobs don't necessarily pay all that well (at least not here) but at least it can help them get started toward something a little better.
I think truancy in elementary school should be punishable (for the parents), though. It's their job to get those kids out of bed and on the bus or in the car. You get these kids who aren't doing well, and most of it's because they've missed 28 or 30 days already and can't begin to catch up. When you're 11 years old in 3rd grade, the chances of graduating are slim to none. Kid would be 25 by that time, at the present rate.

The Mennonites have it about right, IMHO. All children go thru 8th, 9th is optional, then they go to work for the family farm or business till age 19 then they can work for someone else. From what I've seen, if a kid goes to public school they rarely come out knowing as much as the Mennonite kids do after finishing 8th in the church school. If a young person really and truly wants to go into a profession they can, but they are not encouraged to do so.
BTW, both my parents only went thru 8th then went to work. Mom's youngest sisters finished hs but I couldn't tell they were any better off or knew any more than mom or dad.
