They are targeting the wrong kids. They need to test the ones who don't get involved in extracurricular activities since they are more likely to use than the kids who go out for band and football, etc.

True.
But the real intent is to keep star athletes off drugs and playing well. There's nothing they can do to the 'B Group' students if they use drugs. They need the 'B Group' students to show up every day for federal money.
