This is my sister's recipe.
Jayne's Stuffed Cabbage Casserole
6 cups chopped cabbage 1 T. flour 1 lb. ground beef (raw) 1 c. onion 1 c. cooked rice 6 oz. can tomato paste 1 c. milk 1/2 t. salt 1/2 t. sugar pepper, to taste
Grease bottom of casserole. Put in 3 cups of cabbage and sprinkle with flour. Mix raw ground beef with onion and rice, then spread mixture over cabbage. Top with remaining 3 cups of cabbage.
Mix tomato paste, milk, salt, sugar, and pepper, and pour over all. Cover and bake at 350, 1 hour (or until cabbage is tender)
